Intro: If you are an Indian food, ayurveda or beauty brand and Amazon.ae said no, the UAE is still open to you. It just runs through a different door. Indian snacks, masalas, ghee and tea reach UAE shoppers through UAE distributors, retailers like LuLu and Carrefour, and noon's retail team, because both Amazon.ae and noon keep marketplace sellers out of food. Ayurvedic supplements, hair oils and skincare get in once a UAE partner holds the local registration, through an Amazon.ae application or noon whitelisting. This guide covers each route for a brand selling from India, the exact documents noon asks for, the fees, the UAE registrations that have to come first, and the traps. For the basics, see which Indian products are gated on Amazon.ae and the Global Selling category approval FAQ.

Route 1: Ayurveda, hair oil and skincare on Amazon.ae, registration first

For topicals and supplements, the order matters more than anything else. Indian brands that apply on Amazon.ae first and register later lose months.

  1. Find a UAE importer who can register products. Montaji registration for cosmetics needs a UAE trade licence and a company registered with Dubai Municipality, and federal supplement registration needs a licensed medical warehouse. A Global Selling account cannot hold either, so your importer registers the products in its name.
  2. Register the products. Montaji per product for cosmetics and topicals. For supplements, Montaji in Dubai or the Emirates Drug Establishment federally, which the Ministry of Health's service page prices at AED 100 plus AED 5,000, with 45 working days to complete. Our UAE cosmetics registration guide covers Montaji and ECAS in detail.
  3. Relabel for the UAE: Arabic and English, ingredients, "Made in India" and your importer's details. Your Indian MRP label will not do on its own.
  4. Apply on Amazon.ae once, with everything: a GST tax invoice from your manufacturer (or your manufacturing licence and production records if you make it yourself), label and ingredient images, safety documents, and names that match your Global Selling account.

Route 2: noon whitelisting for beauty and health

noon keeps most categories open but asks for documents before you can list beauty and health products. According to noon's product listing policy:

  • Fragrance, hair and personal care, colour cosmetics and electronic personal care (UAE): a trade licence, a VAT certificate, a brand authorisation letter, and an invoice from an authorised distributor.
  • Health and nutrition consumables (UAE): a brand authorisation letter, a distributor invoice, a signed and stamped self-declaration on your letterhead in noon's wording, and a regulator certificate from DHA, MOHAP, the Municipality or Montaji.
  • Gated brands in any category: noon may also ask for a seller undertaking, a distribution agreement, an import licence, a regulator certificate and a manufacturer permit.
  • Saudi Arabia, if you go there next: fragrance adds a Ministry of Commerce product registration, and hair and personal care adds an SFDA certificate.

Because the beauty set includes a UAE trade licence and VAT certificate, an Indian brand needs a UAE entity or a UAE distributor to be whitelisted. noon Global Store from India cannot unlock these categories.

How long it takes: noon says content approval for seller listings takes up to 2 business days, and new brands can create listings straight away but only go live once noon approves the brand. noon publishes no timeline for whitelisting itself.

What it costs: noon's referral fees from 10 September 2026 include 14% for fragrance, and 8% (up to AED 50) or 15% (above AED 50) for hair and personal care and for health and nutrition. FBN storage costs AED 1.75 per cubic foot per month from 1 October 2026. Our step-by-step guide to selling on noon from India covers the account itself.

Route 3: Indian food and drinks go through retail and distributors

Indian snacks, namkeen, masalas, ghee, tea, pickles and drinks cannot be listed by an ordinary marketplace seller on either big UAE platform right now.

  • Amazon.ae: Grocery & Gourmet Food is gated, and sellers report new applications are effectively closed.
  • noon: noon's seller FAQ says the entire Food & Beverage category is permanently gated for marketplace sellers, and that noon now partners with food brands directly under its retail model. noon Global Store cannot get around this.

So the routes are buyers, not forms:

  • noon retail. Email seller@noon.com with a clear subject, such as "F&B retail partnership – [your brand] (brand owner)". Attach your brand deck, your UAE importer or distributor details, your Dubai Municipality registration status, a price list in AED on a landed-cost basis, shelf life and pack sizes. noon's packing guidelines ask for at least six months of remaining shelf life, and a year for stock in noon's own warehouses, so plan for 12 months or more.
  • UAE retailers. Carrefour, LuLu and Talabat Mart buy through supplier relationships, usually via a UAE distributor. LuLu also runs a storefront on Amazon.ae, so a LuLu listing can put your food on Amazon.ae without your own grocery approval.
  • A UAE food distributor who already supplies these retailers, may already hold Amazon.ae grocery approval, and will register your products with Dubai Municipality.

Our cost breakdown for selling in the UAE from India helps you build the landed-cost price list buyers will ask for, and India–UAE CEPA can take the customs duty on most Indian food to zero with a valid certificate of origin.

Selling drinks? Check the 2026 sugar tax first

Since 1 January 2026, the UAE taxes sweetened drinks by sugar content under Cabinet Decision No. 197 of 2025 (KPMG summary):

  • Under 5 g of sugar per 100 ml: no excise.
  • 5 g to under 8 g: AED 0.79 per litre.
  • 8 g or more: AED 1.09 per litre.
  • Energy drinks: still 100%.
  • Excluded: drinks with at least 75% milk, such as many lassi and flavoured milk products.

The catch is proof. The Federal Tax Authority says that without an approved conformity certificate for sugar content, your drink is taxed at the highest tier. A reformulation under 5 g can take the tax to zero, which is worth doing before you pitch a retailer.

What noon bans that Indian brands often sell

Check noon's prohibited list before you plan a noon launch. It bans, across all noon countries:

  • Religious statues, paintings and scriptures, including the Bible, Geeta and Ramayana, which rules out pooja idols and religious books on noon.
  • Alcohol and any item that mentions alcohol. A "0.0% alcohol" malt drink may trip the keyword filter.
  • Poppy seeds and home-made foods.
  • Male-enhancement and libido supplements, including ayurvedic ones.
  • GPS trackers, signal boosters and 2G-only devices.

Amazon.ae gates books but treats most of these differently, so a product banned on noon may still be possible on Amazon.ae.

A 30-minute test, run from India, every month

  1. Amazon.ae: in UAE Seller Central, go to Catalog, then Add Products. Search a well-known product in your category and your own barcodes. Copy the exact button text and the "Show limitations" message. If "Apply to sell" appears, open the requirement and screenshot it without submitting.
  2. noon: search your product on noon.com. A product ID starting with N is noon-controlled; one starting with Z is a seller listing. In Seller Lab, paste the URL under Catalog, then noon Catalog, and generate a partner SKU. Open the product's Health tab and note any flag: "Offer Gated", "Is Brand Catalog Gated" or a category rejection.
  3. Check your brand on noon under Catalog, then Brand Management. If it does not exist, create it with your English and Arabic name, website and logo, and note the approval date.
  4. Save everything in a dated folder and compare next month. noon changes these pages often.
If a gate is closed, change the route, not the documents.

Red flags when an agency offers to "unlock" a category

  • Selling ready-made approved seller accounts. noon's anti-fraud policy bans creating duplicate seller accounts without noon's approval.
  • Supplying invoices or authorisation letters. Every document must come from the real brand owner or authorised distributor. noon treats sharing false documents as fraud, and Amazon suspends accounts for it.
  • Promising noon Minutes or Rocket approval. noon says both are invite-only, and Supermall is at noon's discretion, so there is no form an agency can fill in.

Selling gated Indian products in the UAE: quick answers

How can an Indian food brand sell in the UAE if Amazon.ae and noon won't list it?

Through buyers rather than marketplaces: noon's retail team (seller@noon.com), UAE retailers such as LuLu, Carrefour and Talabat Mart via a distributor, or a UAE food distributor. Register the food with Dubai Municipality through your UAE importer first.

What documents does noon need for Indian beauty products?

In the UAE, a trade licence, a VAT certificate, a brand authorisation letter and an invoice from an authorised distributor. That means an Indian brand needs a UAE entity or distributor to be whitelisted.

Can I sell ayurvedic supplements in the UAE from India?

Yes, once a UAE importer registers them through Montaji or the Emirates Drug Establishment. Then apply on Amazon.ae, or whitelist on noon with the regulator certificate and a signed self-declaration.

Can noon Global Store sell Indian food or cosmetics?

No. noon Global Store is limited to items under 2 kg that are not fragile or dangerous, food is closed to all noon marketplace sellers, and beauty whitelisting needs a UAE trade licence and VAT certificate.

Can I sell pooja idols or the Geeta on noon?

No. noon prohibits religious statues, paintings and scriptures, including the Geeta and Ramayana, in all its markets.

This article is general information based on Amazon.ae, Amazon Global Selling, noon and UAE government pages as of October 2026. Platform rules and fees change often, so confirm your route with a current account check and, for registrations, with your UAE importer.

Gated categories are where Indian brands lose the most time in the UAE, usually by applying before the UAE registration exists or by choosing a platform that was never going to let them in. We help Indian brands pick the route first, then line up the importer, the registrations and the platform in the right order.
