Intro: You registered for Amazon Global Selling on sell.amazon.in, clicked "Register to sell in UAE", got your IEC, AD code and GST LUT in place, and opened UAE Seller Central to list your first product. Then you saw "Apply to sell", or "We are not accepting applications to sell". If you make snacks, masalas, ghee, tea, ayurvedic supplements, hair oil, skincare, kajal, baby massage oil or silver jewellery, this is normal: those products sit in Amazon.ae's restricted categories, and Global Selling sellers face exactly the same gates as UAE sellers. Your account is not in trouble. Here is what each message means for an Indian brand, product by product, and what to do next.

Does Amazon Global Selling let me skip category approval?

No. Global Selling lets you sell on Amazon.ae from India without a UAE company, as our guide to registering on Amazon.ae from India explains. It does not change which categories you can list in. Once you register for the UAE, you work inside UAE Seller Central, and Amazon.ae's 32 restricted categories apply to you exactly as they apply to a Dubai-based seller. Amazon's own Global Selling page for the UAE lists beauty, health and personal care, home, apparel, toys and kitchen as popular export categories, but two of those (beauty topicals and health and personal care) need approval.

What do "Apply to sell" and "not accepting applications" mean?

Search your product in UAE Seller Central under Catalog, then Add Products. You will see one of three things:

  • "Sell this product": no approval needed. List it.
  • "Apply to sell": approval is needed and Amazon is accepting applications. Click it to see the exact documents and unit quantities Amazon wants.
  • "Not available" or "We are not accepting applications to sell": applications are closed for that category for now. On Amazon.com the full message reads "We are not accepting applications to sell: Other Human Ingestible Products in New, Used, Refurbished, Collectible condition(s)". There is no form and no timeline, Seller Support usually cannot override it, and Amazon staff simply advise checking back later. Re-check monthly.

Click Show limitations to see whether it is the whole category or just a brand. "You need approval to list in this brand" is a brand gate, per Amazon's UAE listing guide.

Can I sell Indian snacks, masalas, ghee, tea or pickles on Amazon.ae through Global Selling?

This is the hardest category for Indian brands right now. Namkeen, spices, masalas, ready-to-eat meals, ghee, tea, coffee, pickles, sweets and breakfast cereals all fall under Grocery & Gourmet Food on Amazon.ae, which is gated. Sellers report that new grocery applications are effectively closed, and Amazon staff on the UAE seller forum have said the only route is if "Apply to sell" appears for you. Pet food follows the same rules.

Even if the gate opens, food needs a UAE party behind it. Every food product must be registered with Dubai Municipality (food item registration and label assessment, or the federal ZAD system) by a UAE importer, with Arabic and English labels. Your FSSAI licence is needed to export from India, but it is not a UAE registration. Amazon's Global Selling UAE page also lists wet food and meat without a halal certificate as restricted imports.

The realistic routes for Indian food brands today are a UAE distributor who already supplies retailers or holds Amazon.ae approval, a retailer that sells on Amazon.ae itself (LuLu, for example, runs a storefront there), or noon's retail team, which you pitch at seller@noon.com. We set those out in how Indian brands sell gated products in the UAE anyway.

Can I sell ayurvedic supplements, ashwagandha or herbal capsules on Amazon.ae?

Only with approval, and only after UAE registration. Amazon.ae restricts Dietary Supplements, and Health & Personal Care, which officially includes supplements. Ayurvedic and herbal capsules, tablets, powders and gummies sold for health benefits generally fall into these categories, and in the UAE they are usually regulated as health supplements.

  • The UAE registration comes first. Supplements are registered either through Dubai Municipality's Montaji system or federally with the Emirates Drug Establishment, which took over "general sale" registration from the Ministry of Health on 29 December 2025. The Ministry's service page lists AED 100 plus AED 5,000 in fees and 45 working days, and the applicant must be a licensed medical warehouse.
  • Your AYUSH licence is not enough. Your AYUSH manufacturing licence and a Free Sale Certificate from India support the file. They do not replace UAE registration.
  • Planning Amazon.com too? Supplements there have needed third-party lab verification since April 2024, and Amazon staff wrote in April 2025 that Amazon is "not accepting applications for ingestible brands at this time" (Amazon seller forum).

Can I sell hair oil, face packs, kajal or skincare on Amazon.ae?

Yes, with approval. Amazon.ae lists Beauty as open but adds that "topicals require approval", and Beauty Topicals and Cosmetics & Skin/Hair Care appear separately as restricted. Anything applied to the skin, hair or face needs approval: hair oil, face packs, ubtan, kajal, lipstick, moisturiser, shampoo, body lotion. Beauty tools such as combs, brushes and jade rollers are open.

  • What Amazon usually asks for: an invoice from the manufacturer or authorised distributor, label and ingredient images, and safety documents.
  • What the UAE asks for first: Dubai Municipality Montaji registration for each product, which needs a UAE trade licence and a company registered with the Municipality, plus ECAS conformity for many cosmetics. A Global Selling seller cannot hold Montaji on its own, so your UAE importer usually registers the products. Our UAE cosmetics registration guide walks through it.

Can I sell baby massage oil, diapers or baby food on Amazon.ae?

Baby Products is restricted on Amazon.ae, and the scope is wide: baby topicals such as massage oil and rash cream, baby food, feeding products, diapers, strollers, carriers and baby toys. Expect to show an invoice and safety test reports, and in the UAE, baby care products fall under ECAS conformity.

What about silver jewellery, watches and electronics?

  • Silver, gold or gemstone jewellery: Jewelry & Precious Gems is gated, and precious metal jewellery must be hallmarked under UAE Federal Law No. 11 of 2015. Imitation, oxidised and artificial jewellery with no precious metal or gems falls under Fashion Jewelry, which is open.
  • Watches: all watches are gated. A strong invoice from the manufacturer or authorised distributor is the main requirement.
  • Electronics and lighting: both are restricted, and many products need an ECAS certificate in the UAE. Products with lithium batteries are also listed as restricted imports on Amazon's Global Selling UAE page.

Which Indian products can I list on Amazon.ae without approval?

Most of the categories Indian brands export: ethnic wear, kurtas, sarees and other clothing, footwear, bags, imitation jewellery, home décor, handicrafts, bedsheets, steel, brass and copper kitchenware, toys and games, stationery, sports and fitness products, and beauty tools. These are open on Amazon.ae's official table, though big brands can still be brand-gated. See the full list of gated and open categories for Indian sellers.

Why did Amazon reject my invoice?

For Indian brands, the invoice is the most common problem. Amazon staff have said it does not accept "retail receipts, online order confirmations, packing slips, sales orders, pro forma invoices, or sales quotes" (Amazon seller forum). For a Global Selling seller that usually means:

  • If a contract manufacturer makes your product, use their GST tax invoice to your company, not a proforma.
  • If you manufacture yourself, there is no supplier invoice, so include your manufacturing licence, your trademark certificate and your production documents, and make sure they tell one consistent story.
  • Match the names. The company on the invoice should match the business name on your Global Selling account.
  • Keep it recent and complete. Sellers report it should be dated within 180 days and show both business names and the products. You can hide prices, but don't alter anything else.
  • Show enough units. Some applications ask for a minimum purchase, such as "Show the combined purchase of at least 100 units". Sellers have seen requirements anywhere from 10 to 100 units.

My brand is registered on Amazon.in. Doesn't that help?

Not for the category gate. Brand Registry on Amazon.in is tied to your Indian trademark and covers Amazon.in. Amazon.ae Brand Registry needs a trademark that covers the UAE, and even with it, a category gate still applies to you as brand owner. Some brand owners report getting category approval through a Brand Registry Support case, but that is seller-reported, not an Amazon promise. If you have not filed in the UAE yet, do it: the UAE gives trademarks to whoever files first.

Can an agency in India get me "ungated" on Amazon.ae?

Not legitimately, if that means supplying invoices or authorisation letters it did not genuinely issue. Submitting false documents is how accounts get suspended, and noon lists "sharing false documents" as fraud. A good consultant can organise your real documents and the UAE registrations. Nobody can legitimately manufacture the documents for you.

Is noon Global Store easier for Indian brands?

For open categories, sometimes. noon Global Store lets Indian sellers ship from India, but only items under 2 kg that are not fragile or dangerous. It cannot unlock food, which noon has closed to all marketplace sellers, or beauty, which noon whitelists only with a UAE trade licence, VAT certificate, brand authorisation letter and distributor invoice. Indian pooja brands should also know noon prohibits religious statues and scriptures, including the Geeta and Ramayana. Compare the two platforms in Amazon.ae vs noon for Indian brands.

On Amazon.ae, Global Selling gets you in the door. It does not get you past the category gate, and in food, beauty and supplements, the UAE registration has to come first.

Amazon Global Selling UAE category approval: quick answers

Do Global Selling sellers need category approval on Amazon.ae?

Yes. Global Selling removes the need for a UAE company, not the category gates. Restricted categories such as Grocery, Beauty Topicals, Dietary Supplements, Baby Products and Watches need approval for every seller.

Can I sell Indian food on Amazon.ae from India?

Not easily right now. Grocery & Gourmet Food is gated, sellers report new applications are effectively closed, and food must be registered with Dubai Municipality by a UAE importer. Most Indian food brands go through a UAE distributor or retailer instead.

Is my FSSAI or AYUSH licence enough for the UAE?

No. They are needed to export from India and support your file, but UAE registration (Dubai Municipality for food, Montaji or the Emirates Drug Establishment for supplements, Montaji for cosmetics) is a separate requirement.

Can I sell hair oil on Amazon.ae?

Yes, with approval. Hair oil is a topical, so it needs Beauty Topicals approval on Amazon.ae and Montaji registration in the UAE.

Can I sell kurtas, sarees or imitation jewellery on Amazon.ae without approval?

Yes. Clothing and Fashion Jewelry are open categories on Amazon.ae, though some brands may be gated.

This article is general information based on Amazon.ae's and Amazon Global Selling's published pages, UAE regulator pages and seller reports as of October 2026. Gates can change and differ by account, so check your own UAE Seller Central before you plan around any of this.

If your products are gated on Amazon.ae, the order of steps decides how long it takes: trademark, UAE importer, UAE registration, then the application. We help Indian brands set that up end to end, so the first application you send is a complete one.
